People will complain about anything. I guess. Hey, it's been 3 hours and no post asking how to get out of a speeding ticket. Looks like a slow day on the forum!
I guess you would have more to complain about if you were named South Raleigh Guy and had to pay a toll to and from work.
Don't know if it could be used legally; NCTA is not in the law enforcement business per se. The General Assembly might have to straighten that out.
But as for average speed: if your average speed is 66 mph or better between two toll stations, there would be definite proof that you exceeded the speed limit at least somewhere in between. It's the "Mean Value Theorem" in calculus.
I agree. I was more meaning to convey that you could average at the limit but still be speeding by the cop at any given point.
