I agree. I was more meaning to convey that you could average at the limit but still be speeding by the cop at any given point.

No, those are traffic cameras operated by the DOT. If you're bored you can check them out on WRAL's site: Triangle Traffic - Cameras, Speed Data, Accident Reports for Raleigh, Durham, Chapel Hill :: WRAL.com
