I would do one of two things:

I would either go talk to the person face to face about the issue

or (if you don't like confrontation)

I would drop a letter in his mailbox anonymously explaining what you have seen, the city ordinance it violates, and your willingness to contact the appropriate authority if it doesn't change. Then say that you want to be a nice neighbor and would prefer not to have to contact them etc. This will most likely get the changed behavior you are hoping for.

I don't think so. An anonymous letter will get you one angry neighbor who will not trust you or anyone else and who will certainly continue the behavior in defiance.

Call Animal Control first.

There is a chance he is not breaking any rules whatsoever, especially if the dog is the type with a thick coat. Dogs can be tethered, but only for a short period of time.

If the constant barking is an issue, I'd repeatedly call Animal Control until they were able to stop it. Although a barking dog does not violate a noise ordinance if it's during the daytime, I always maintained a continually barking dog is a suffering dog, and the suffering needed to stop.
