I can second Tripps . We go to the one at Garner and their 18 oz. bone in ribeye is as good as Sullivan's for $24.
tIP: Go on Thursdays when wine is half price, makes it the same price as you can buy at the food store
Outback Steakhouse has some steak selections under $20.
And I think Bonefish Grill does as well.
Haven't been to Bonefish. The last time I was at Outback I was sorely disappointed. They used to be good - wife got a filet and I don't know what cut she had but it was *definitely* not a filet. Too tough and shaped the wrong way entirely.

You'll love Bonefish. I've been going to the Cary location since it opened, and have been frequenting the ones in FL (where Bonefish started) since 2001.
Which Outback did you go to? The Cary one has given me some issues recently, so I've been going to the Raleigh location, as well as out of state locations when I'm traveling.

We tried the Cary Outback and I got a small steak with shrimp.
I sent the steak back twice because it was overdone , dry, tasteless and looked more like
shoe leather than steak..The salad was good ...They took it off my bill after the second try..
I have never had that happen at the Raleigh Outback..

The Cary Outback drives me nuts. They are poorly managed, to say the least. What's funny is that I complained on the corporate website, and was actually contacted by a regional manager who listened to my complaints. They had made a series of mistakes on our party of 6 that were literally Restaurant Service 101 type mistakes, and the RM promised that the feedback would be forwarded to the Cary location.
However.......the very next time I went (within 6 weeks), it was a virtual replay.
Now, my wife and I strictly eat at the bar. Problems solved.
To the OP, if you are looking for a great cut of meat for under $20, then the choice is clear. It's chicken-fried steak at Cracker Barrel. They only use tender, dry-aged, prime choice cuts. I've frequented some of finest steakhouses in the world, but CB offers up some truly mouth-watering stuff. Sure, some people will tell you that you need to spend the big bucks on some Japanese kobe beef, but I dare you to find a more delicious and satisfying experience than you'll get at Cracker Barrel!
