Tolls disproportionaly hit those who use highways, while people commuting on side roads and 4 lane full access roads don't pay. I would rather charge based on millage (you can get it during vehicle inspections) or a flat tax rate on each vehicle.

I'm okay with that method, too.

Well, mileage and estimated vehicle wear and tear on the road. Not keen on flat tax.

I'm pretty sure a land yacht of an SUV does more damage to the local roads than an economy car.
