These are the states currently included in the Northeast travel restrictions
New York Gov. Andrew Cuomo said any state that has a 10 people per 100,000 testing positive for coronavirus — or a 10% infection rate — will be subject to the newly imposed quarantine.
The numbers, which are on a seven-day rolling average, will be updated daily, so the states impacted could change day-to-day.
Today, there are nine states that meet the criteria for the 14-day quarantine. They are:
Alabama
Arkansas
Arizona
Florida
North Carolina
South Carolina
Washington
Utah
Texas
I don't like what their doing, but if they really are doing this based on the science, then I can understand.

Like all the NYers who fled to Florida. I know more than a few who did that - my nephew and his GF just returned to NY after spending two months with my sister in FL. DH knows some people who did the same.
Flights from NY to FL were about the only ones that had any sort of load on them. This is as comical as China now banning the US from flying into China (but Chinese airlines can operate).

Europe (EU) is in the process of banning Americans from entering too.

Florida was stopping New Yorkers (and a few other states) at the border as they entered the state back in April (maybe since end of March?). My parents left Florida at the end of April to head back to PA, and my mother said the backup at the border going into Florida was very long. I think those entering either had to fill out a form or just agree to quarantining - not sure of the exact details. There was a lot of talk about it on the Florida board.
