Yup; when I was in high school, the whole central part of N Raleigh was 27609. I remember when it split off into 27615 starting somewhere around North Ridge. The telephone exchanges also split like crazy (back when you could tell what part of town someone was in by their exchange. 876-, which used to be basically the whole Falls of the Neuse corridor, split into 847- for the northern part, and many of my classmates suddenly had whole new phone numbers (again, back when phone numbers "meant" something and you knew all your friends' by heart)

This is not unique to the Triangle, it happens nationwide. Part of my job is situsing and jurisdictional assignment so one should never assume jurisdiction based on an address.
It was a crazy situation. Originally, all the addresses were Cary. Then, half changed to Apex. Then, the other half changed to Apex. While they were being changed, neither Cary nor Apex picked up the trash. The developer paid a private company to pick up trash until the entire neighborhood changed to Apex. Now, the town of Apex picks up the trash and has done so for many years. Needless to say, the homeowners were not happy as many were told they would have a Cary address!

If we’re talking about The Park at West Lake, Town of Cary picks up the trash. All services are town of Cary. I have a co-worker who lives there. They have an Apex address, but everything else (services, taxes, etc) are Town of Cary.

USPS does what it wishes and is free to change its mind. No one should be making a representation such as that to buyers, and no buyer should believe any such representation.

I just want to say that, while much of the land in Wake County is unincorporated, the vast majority of the people who live in the county actually live in a municipality. Some previous posts in this thread might have made you think otherwise. I think that it's something like 900,000+ of the over 1.1 million in Wake actually live in a municipality. Of the rest of the people, many of them live in the ETJ (extra territorial jurisdiction) area of one of the municipalities. The way I look at it, ETJs are like purgatory. You have to abide by the zoning laws of the municipality, but you aren't yet part of the city. A lot of the Swiss cheese and odd borders that you see are filled in by the ETJs.

If a buyer is buying because of an address there's bigger problems than which post office sorts their mail. haha

Does the USPS basically follow ETJs when they establish mailing addresses, or do they follow Zip Codes that are largely associated with a particular municipality? 27603 is an interesting example of this. It goes from downtown Raleigh all the way south passed NC42 between Willow Springs and Fuquay-Varina. I think that it even breaches the county line. Do people on that southern end of the Zip have Raleigh addresses?

Yep.

It's all by zipcode; and that's the case all over the country.

Yes there are folks in 27603 in Johnston County and they do have a "Raleigh" mailing address.

USPS sole concern is delivering mail, they don't have any need to worry about jurisdictional boundaries. Generally speaking, in many rural cases, the "city" assigned is the post office who handles the mail. Companies piggyback on USPS work of identifying postal codes because it really only affects fringe cases, mostly low density areas. For example, it's why some people in Harnett county are assigned a Holly Springs zip code. For 99%+ of Holly Springs residents, the zip matches the jurisdiction.

For what I do (tax assignment), that particular issue is not a huge deal because we don't have local taxes at the Holly Springs level. Nationwide, though, it's different as many states have state/county/city/district taxation so going by the zip code alone is never enough.
