Exactly, that is the purpose. $$$$$$$$$$$$$$$ and gov't resources. I believe it also expedites any insurance claims that a homeowner may have with regard to property damage- especially home damage where you had to actually leave your home due to no heat/hole in roof and exposure to the elements/that kind of thing.

Well maybe businesses realize that shutting down for a week while they wait until all the secondary roads are pristine isn't a viable option. Plus I don't think Gov Perdue will write me a "get out of work" card so I drove to work. However my wife's work has already canceled tomorrow but they can work from home anyway on company laptops.
Plus a lot of employees just plain need the $$, you take a day away from them and they are behind on their car payments, their food money, their rent, etc. etc.

5 inches of snow is not a cause for martial law, as you seem to suggest.

I think states can get federal funds if needed as well when they declare a state of emergency (I'm not totally sure about that though)
