It allows certain state resources to be used that are not otherwise available unless an event is classified "State of Emergency".

It also means anyone who doesn't have a good reason to be on the road is supposed to stay at home, ie only cops, firefighters, snow-plowers, etc should be on the road.

The key words being "supposed to stay home" which means nothing to many. This was evident from watching the news yesterday during the storm and seeing all the traffic on the roads. Authorities tell people to stay home, but yet do not cancel basketball games, hockey games, and theatre plays.....go figure.

Exactly, that is the purpose. $$$$$$$$$$$$$$$ and gov't resources. I believe it also expedites any insurance claims that a homeowner may have with regard to property damage- especially home damage where you had to actually leave your home due to no heat/hole in roof and exposure to the elements/that kind of thing.

Well maybe businesses realize that shutting down for a week while they wait until all the secondary roads are pristine isn't a viable option. Plus I don't think Gov Perdue will write me a "get out of work" card so I drove to work. However my wife's work has already canceled tomorrow but they can work from home anyway on company laptops.

Plus a lot of employees just plain need the $$, you take a day away from them and they are behind on their car payments, their food money, their rent, etc. etc.

5 inches of snow is not a cause for martial law, as you seem to suggest.

I decide whether I need to be out and when, not the governor.

I think states can get federal funds if needed as well when they declare a state of emergency (I'm not totally sure about that though)
