OP has already stated (I think more than once) that their municipality does not allow as is sales.
My city, for a few years, insisted on city inspections when selling house. They felt it protected from shady buyers buying houses for rental or a quick flip and required co on all sales. That lasted for a few years, maybe 4. But it got in the way of as is sales it was really hurting home sale where the buyers new what things were wrong.... anyway they recinded it finally.
