The valve is most likely actuated via 24 vac or 120 vac, have you actually verified that it getting a call to energize.......

A voltmeter is usually sufficient to figure it out.....

One lead on the device the other to a metal surface, also known as a "ground".

I am guessing there are no other tests without taking the valve off, with evacuation of the system or anything of the sort.

Wow, some hate Google and some really hate Microsoft. Lots of people with hang-ups here tonight. I don't use Bing, but it's been offered in so many downloads. I always opt for Google.

At first I thought I had lost refrigerant but the level is at 250 lbs in the receiver which is plenty for the system. The controller shows it feeding and a proper opening of the TXVs. I do not have icing on the chiller tubes. The controller is not commanding the compressors to unload. Any ideas?
Underfeeding of the compressors is, indeed, a problem. And who wants stagnated drop? If suction pressures are low when you are flogging, something is obviously terribly, terribly amiss, especially at the head. You would think if the controller is not commanding the compressors to unload, you have a serious problem.

Bing doesn't offer as many hits. This is what bothers me about it. It's like the alternative to the yellow pages.

Yeah, while refrigeration is refrigeration chilled seawater systems are set up differently than typical land based systems. That was a good link though, I could tell the guy had real experience in the field.
