I don't think "flirty" is the right word to apply here. Perhaps confident would be better. This is about making initial contact on dating sites, not about interpersonal flirtation - they are quite different, IMO.
Still, there may be some validity to the overall concept that the article is describing. I've noticed too that Canadian women are more confident. It seems that in the USA, women are sexualized (note the sexy modes of dress and display) but not necessarily sexual or sexy - which comes from innate confidence and comfort with their sexuality. Other studies I recall seem to indicate that American women are more sexually repressed than those of most other western countries. Perhaps it's has something to due with excessive fundamentalist influences on the culture.
I thought this said, why are american women the least filthy. I thought that sounded pretty ridiculous, however, once again, truth is stranger than fiction.
Studies show that American women rank low when it comes to being flirty and open in social situations. Canada is one of the countries that rank high in that regard. From my personal experience, I believe this to be true Canadian women are very friendly. European women are highly flirty and freindly.

Despite what they may think, American women are less flirty simply because they're not as emotionally secure and confident as European women. Oh, they may paint themsevles out as empowered, confident, assertive, and all that hoo-hah, but deep down, I've found that a goodly percentage of American women are in essence, insecure, emotional trainwrecks. European women, on the other hand, or more apt to embrace a free-wheeling lassez faire attitude and are also less apt to feel afraid to act a little naughty or even misbehave a bit.
Mainly because American women(and Americans in general) lack confidence, are hideously insecure, and unfriendly. I'm wary of women not because of their personalities, but because I can't deal with hideously insecure little girls.
