Had a breast reduction done 2 yrs ago went from a Dcup to a large B ..have a little bit of scarring from surgery ... have not let anyone see them for fear of rejection..can this be a turnoff for men??

Yes, that is a massive turnoff for me... would probably be for a lot of other guys as well (most of my friends).
I don't think any real man who cared for you would be turned off by it. Face it. Shallow men do exist everywhere... that's just life. I didn't pick my wife because the had (or did not have) the perfect boob. All men are not dogs.
