I read it as, he's putting these things on the credit card because he can't afford them.
it's certainly not a wise move if you already have a significant balance you're trying to pay down-- the point of having a credit card on which you put small things is that you put stuff on and pay it off immediately so you do not carry a balance*. Kinda defeats the purpose if you already have a large standing balance. If you have the cash for the gas and groceries, you should probably avoid adding to your credit card debt as well as paying the interest on any more than you absolutely have to. That's why I assume he doesn't actually have the money for gas and groceries-- there's no reason he'd put it on the card if he did.
*But it's still a silly game. Again, why get a credit card you don't need to pay for things you already have the money for and do some kind of weird funds shuffle for no reason just because someone else decided you need a credit score, and that there are rules for that score beyond "do you pay your bills and not take on debt you can't handle"?
