Recently, my b/f has gotten a perennial/inviting smile toward hostesses, whenever we visit a restaurant. He states he smiles to everyone, whenever I confront him.

Is this a form of flirting? We have been together for 11 years. Thank you,

I don't think it's flirting. I smile at restaurant people too. A friendly demeanor tends to get one better service. Maybe you should both smile? You might get super super good service.

Can you be more specific.

Does he sport a stupid grin the entire time you are in the restaurant or just smile when interacting with the hostess?
Is it only female employees that he smiles at?
Did he never smile at anyone until recently?

How do you distinguish between an inviting smile and a regular smile?
After a reasonable amount of time a handshake become uncomfortable, is there an acceptable amount of time a smile should last?

I do not consider someone just smiling as flirting, if that was the case I guess I would be flirting with everyone I come across with.

It can DEFINITELY be a form of flirting. Perennial means continuing WITHOUT interruption, so yeah, I would be wondering why the hell he gotta continue to smile at the damn hostess all evening long too...
