Missed this post before now

As an update, the skulls have been removed near my property, but remain near the property of a third neighbor

They chose the goat because it represents the opposite of the sheep.
Jesus the good shepherd of his flock of sheep.
Satan the demon lord or Baphomet of his flock, those whom rebel against God.
The juxtaposition is similar in the upright pentagram/inverted pentagram.
Pentagram was an icon of the 5 Wounds of Christ. Some medieval knights had the
pentagram on their battle shields. Upside-down pentagram is Satanic.
Also, black candles / white candles. etc

Or...someone raised goats for milk, cheese, lawn control and probably food.

When a goat, or any animal is butchered, part of what's left over is skeletal. Perhaps the person who raised and ate the goat was fond of it and wanted a keepsake.

Not much of a stretch from there to tacking Ol' Munchie's skull up on a tree to remember him by.

Or...someone with access to goat skulls, perhaps from a job as a butcher or rendering-plant worker, decided he'd pretend to be a bad-anus and keep folks away from his grow-op by littering the area with skulls.

Or...

And so on.

Hanging bones and skulls around your property is a time honored way of keeping homeless Navajos from camping there.

They are excellent Dodo Bird repellents. If you search the guys property you will not find as much of a sign of a Dodo bird. They are the most effective repellent known. They seem to have a repelling range of thousands of miles,

With the number you seem to be indicating I suspect like some one already mentioned. He is drying them to sell

There seems to be a market for them

When I was in high school, I had a friend who became a Satan worshiper. She invited me over to her friends' house who were the people who ran their Satan church or organization or whatever it was. They had a goat's skull and an upside-down cross hanging on the wall.

I don't know if that has anything to do with your neighbor, though!
