I'm not sure of the supposed relevance of Hebrews 9.27 - the words of Paul, not Jesus, nb. to the question of reincarnation as it deals with man's death after which (sooner or later - sooner in the view of Paul) would come the last days and judgement. In the revived body. Not as a reincarnated bod with a whole new life ahead of them.
I've also read about Jesus teaching reincarnation, traveling to India as well as Egypt, and how Constantine constructed the bible. A lot of books, were simply destroyed, taken away, or taken out of the bible.
Reincarnation seems to hold more truth rather than the Heaven/Hell philosophy (reward/fear based system)
Reincarnation on Earth and other worlds seems more realistic and makes a lot more sense and less confusion

Not going to provide links, just a bit of general information you may or may not be interested nin building on. Rafius provided names of a few books, most of which fall under "apocrypha" and may be found in Catholic Bibles and others which include them. Constantine was emperor at a time of more or less turmoil in the institutional church which was just coming off of periods of persecution. He seems to have been interested in promoting orthodoxy in that church and using it as part of his civil administration, so no direct involvement but encouragement for resolution of some issues. At that time a canon of books deemed to be the most original and authoritative was set up. Many books regarded as Gnostic were removed from consideration and you may want to follow up on that, as there is a sort pof revival of Gnosticism going on now. Also many highly regarded letters such as The Shepherd of Hemas were nhot allowed into the canon because the authorship was not considered close enough to the original Apostles nd witnesses of the life of Jesus.
It IS an interesting topic and you may want to pursue it, but I think this thread title won't be helpful. You might want to look for threads on establishing the canon of the Bible.
Jesus never taught reincarnation were He was Here before and came back , but there is a doctrine of incarnation , which God came to earth and was born as Jesus Christ, which would give Jesus Royal Greatness of The Sovereign God
