Do make sure there isn't dust, dirt or cobwebs on the walls and in the corners...that's not wear and tear.

The owner/landlord used the absolute cheapest paint one can find. He used a flat based paint in all areas of the house, including kitchen and bathroom. We had flooding earlier this year that required a portion of the house to be rebuilt. The owner didn't want to bend on using a semigloss because it cost a little bit extra.
