I have seen people pull out all the slats in vertical blinds and replace them with curtains. Maybe that would be a less expensive fix? I would rather have bunch of curtains when I moved than blinds.
man up and just buy them the apt i take care off some times we replace new ones some time when we take them down to clean and paint we leave them down. blinds should not be the land lords job. but on toilet seats we replace if nasty or broke when we do. we do not put on till rented and when we showing them there is no seat.

Its funny you mentioned toilet seats. When I first moved into this house, the master bathroom had this toilet seat that had a missing bolt. One side was bolted on, while the other side did not. So, when you sat down, the seat would move underneath you. My fiance nearly fell off the thrown. And once again, the LL refused to fix it.
