I am not from your state, but do not fail to turn in old plates. Many horror stories about thieves using them to avoid tickets.
Some confusion here, dear readers, I'm still in Raleigh, but I have read about the problem over in the Automotive forum and it has happened other places.
Raleigh DMV has a deposit box outside the building. It is operated by a handicap vendor. There was a story that plates were taken from the box and used for unlicensed vehicles. Previous registrants got tickets in the mail since the plates were never turned in. Turn in your plates and get the receipt.
Cancel Plates
Plates may be cancelled at any DMV branch location or at a AAA branch office (members only). Out of state plates must be returned to the original state.
Things to Know
The DMV requires you to surrender your license plates upon cancellation.
By Mail: Send the cancelled plates to the Division of Motor Vehicles Attn: Plates, 600 New London Avenue, Cranston RI 02920.
Use registered mail with a return receipt request. To request a plate cancellation receipt (Form TR-3), please include a postage paid, self-addressed envelope. Keep the plate cancellation receipt to avoid future property tax claims if your city or town neglects to remove you from their records.
Lost or stolen plates must be reported to your local police department. To obtain a cancellation receipt, submit the police report to the DMV, or complete the Affidavit for Cancellation of Registration for Lost Plates.

Well, in that unfortunate scenario, you would present your receipt for the registered mail to the tax assessor to make sure you were refunded for erroneous tax charges. It should not happen, but in the unlikely event that it does, you do have some recourse.
