What I've seen too often from the Providence police are suggestions of how the homeowner should do that instead of them.

Who says they haven't investigated? You act like addressing crime is not the public's responsibility, and that the police's success at catching criminals is not dependent on a cooperative citizenry. I really don't know what your problem is right now.
