It becomes the neighbor’s business when they suffer breathing problems because of someone else’s actions.
Closing windows often does not solve the problem. Wood fire particulates are very small and very few houses are airtight or could even be made airtight.
The OP may have the law on his side. But wrong is wrong.
Then they should not live in the woods where burning is the norm.
Though I think talking to the neighbor is a good course of action. Not necessarily to bow to their requests, but to make face to face contact, and come to a mutual understanding. Texting is so impersonal & an inappropriate way to handle conflict.

If someone doesn't like the dominant and prevailing "culture" of a place (unless the culture involves breaking a law), he or she should either move away or not move there to begin with. Why should anyone be required to pay for someone else's mistake?
If someone has a health problem or an allergy, I feel sorry for them and I will do what I can to accommodate them if it is not a major sacrifice or inconvenience to me, but I am not going to give up something that gives me a great deal of pleasure unless I am forced to do so.
I have to say that anyone who moves to a rural or semi-rural area and suffers from such severe allergies that the normal burning of wood for heat or the normal periodic burning of brush causes problems, is an idiot.
It's basically the same thing as moving to the country and then complaining about chickens squawking, cows mooing, and the constant bird song.
People in the country use wood stoves and they burn brush. How can anyone be so dense as not to know this?

^^^ This about sums it up. A young couple moved into the 'country' recently and they whine about the dogs barking........
I thought about this after I posted my first reply.
Sounds like you and they are in a power struggle. Let that go, please. It does not help. Have your neighbors been confrontational?
We all live in this world together. We breathe the same air. Co-operation is a good thing.
Since you have 2 homes I assume you wouldn't be hurtin. You should pay someone else to rake, bag, and take away??? Perfect solution to your situation under the circumstances.Small price to pay for peace.
Would your neighbors help with the cost if you are not flush with cash?
OMG these idiots move out here and then complain about atv's, gunshots, not enough streetlights, chickens/farm animals and more. Go away. Just go the hell away.
It's like the housing developments that were built near the airport here and directly under flight paths. The airport was there first. Then they started getting calls every single day complaining about the noise of the planes flying overhead.

Just to play devil's advocate: when people living in the "country" want to sell; they sell to people in the city. The reason is that people in the country do not have the money to buy from their neighbors. You cannot live on just your principles. Many in the country have to move closer to the cities as they age for medical reasons or to be with family. Nothing is set in stone anymore: I'm country and you're city. Of course the farther away from the cities that you move; the less likely you will see change.
In my little area it was rural with lots of farming and wilderness 70 years ago when I was a kid. But it was decided by those in power that we would turn into a tourist area as an escape from the city. Resorts, developments, water parks, skiing, a race track, and a casino moved in and our area changed. Of course our laws changed as we lost political power (as if we ever had that power). Dog barking laws went into effect and burning laws went into effect; we lost our rural 'privileges' as more moved in.
But it was not just us; the whole Nation has changed as our population doubled in just my lifetime. Our area now has five times the population we had when I was born. PC is now the name of the game and it is harder and harder to express 'true rural freedom' as we race towards a homogeneous blend of city and rural in suburbia.
What I am saying is that more will have to make more compromises as their populations change. Sometimes we can hold the line; but it is always just a matter or time until change takes over. Maybe my area changed more than some. As a truck driver I saw America changing as all the small farms disappeared. There are only a handful of barns still standing. Pick and choose your fights wisely and never fail to see the hand writing on the wall.
