It would be helpful if you were able to provide a bit more information, location alone isn't a solid basis for deciding which university to attend. If you have a basic idea of what career path you want to follow then that could help determine whether CSU Sacramento or CSU East Bay would be the better fit. This isn't necessary, I mean if you're unsure at this point and are waiting to figure that out that's okay, you can always transfer to a school with a more appropriate program later on.

I would like to echo marland's suggestion of CSU Chico. Even if you're not living on campus, living in close proximity to it does help cut down on expenses and time spent just getting to class. Like NoMoreSnowForMe said, getting to CSUEB can be a real hassle whether it's by bike or public transportation. CSU Sacramento may be a bit more accessible than CSUEB but I'm not sure by how much. If you attend a university with a more accessible campus, then the cost of getting to and from class is significantly lower.

For the record, CSU Chico has some outstanding programs - especially in Business, Education and Nursing as well as Construction Management, Visual/Performing Arts and Recreation.

Just thought I'd throw that in there for good measure.

Actually, I went to Cal State East Bay (Cal State Hayward then) for my BA, and then graduate school at Sacramento State. Hayward has gotten worse since but the school is still above the sketchy areas. I commuted from home in Lafayette the first year then moved to an apartment in Union City (and don't recommend that). They are both good schools, but of the two I would go with Sac if you are looking for an easy commute from a safe, affordable apartment.
