The reason why I said it would not be an issue is this...... take Atlanta for example the cultural makeup of the city is mainly African American so with the influx of illegal ( mainly Hispanic immigrants) it creates all sorts of issues. In a city that is mostly Hispanic, the cultural makeup does not change when more Hispanic immigrants come in.
