Hello. I am considering relocating to the Foster City area for a job offer. What areas are reasonable with regards to affordability and commuting?
I am hoping to find a safe area with a small town feel within 30 minutes from Foster City. I was also hoping to buy a home; however, I don't know if that will be feasible initially, if at all. Thanks in advance for any help you can provide.

My salary would be ~100K annually. I have always been a saver and prefer to live frugally; however, I am concerned that the cost of living, taxes, etc. in CA will make that prohibitive. Any advice would be much appreciated.

Foster City, San Mateo, Belmont and San Carlos. All safe, middle to upper middle class suburban towns.

Forster City is very suburban, I don't think it has a small town feel, specially as it doesn't really have a downtown. San Mateo has a downtown, but it may be more crowded than what you're looking for. You can check out San Carlos. If you want a real small town, you can go to Half Moon Bay, but the commute might be over 30 minutes on some days, as there is only one road from there to the main part of the peninsula, CA-92. All these areas you should realistically expect to spend at least $800K to buy a nice house, you can go down to close to $500K, but those would essentially be really small starter homes (~800sqft), on tiny lots, and not really the best parts of town.

Do you have a family or are you going to be by yourself? There's currently a lot of apartment vacancies in Foster City itself, many of which might even be walking distance to the business district. $100K isn't going to cut it for many homes in Foster City. A 3x2 single family will run about $900K now, and they sell fast. A comparable condo will run about $750K.
