This isn't the first time a big mortgage fraud scandal has been headline news. The Herald-Tribune ran another story about 2 years ago about a flipping scam in Sarasota IIRC.
I don't think it's necessarily Floridians people should be wary of, but people in general. I've always been one of those trusting souls who tries to see the good in everyone. However, after being hurt several times, you learn that "caveat emptor" is the best way to approach everything. It's sad to say, because I've met many really nice people here who would share their only meal, even if it was all they had to eat. However, Florida is also full of charlatans and snake oil salespeople who never grew a conscience. Just keep in mind that there are at least 18.5 million Florida residents. So even if 5 million people who live & work here were no good, rotten crooks, over 13 million would be kind, honest human beings.
It's a mixed bag like any other place you go.

if you have read about the history of FL as a state and before--there is strong thread of chalatan in the mix including Ponce de Leon's search for the Fountain of Youth--claims which to be fair to him only appeared after de Leon's death--
