I don't know if this violates forum policy.... anyways,

Does Anyone have any insights? I want good construction quality, a relatively quiet community. I hope noise can be well sealed in the building. Price range: <$1400-1500 for a small two-bed apt. Thanks a lot!

No, I don't think it violates any policy!

I wish I could offer a great solution to you, but I can't. Here is the reason:

The apartment rental industry in most markets, big and small, is not something that is very negotiable. Despite the poor economy, most major apartment companies operate with an extreme understanding of what the competition is doing and a clear knowledge of what current average rates are. So, in other words, you will pay similar prices for similar units at most complexes. Sure, there are exceptions, if you luck into them.

So the best advice is to find someplace you like, compare the price (which as I said will most likely be similar), and go for it. If the price is too good to be true, there most likely is a problem with the property. Believe me, I have been through enough of these situations to know these basic facts.

You are in luck. If you are looking at downtown Bellevue, there are literally thousands of rental units available this year (a lot of converted from original condo).

You can try contact BRE Belcarra, Avalon Meydenbauer, Avalon Bellevue, 989 Elements, Elements Too, a lot of them are desparately looking for tenants.

If you can avoid it, I wouldn't rent from any property owned by BRE. I had the absolute worst experience with them, and will never rent from them again.

I've had really good experience with Avalon, and if I were going to move, I'd want to live at the Avalon Meydenbauer.

V. =)
