As a father of twin 3 yr old boys and a 6 yr old and who lives around 5 hours north of Sioux Falls in the Grand Forks ND area.... the challenge of keeping young kids from going stir crazy can be daunting in most winters. In some winters in our area we have long stretches of below zero weather which inhibits much outdoor activity.
I dont know your housing situation....but if you will have a single family house with a garage....that is great. We have a 3 car garage and park the vehicles outside and let them play in there. We have an electric heater....so can keep it in the 50s which is plenty warm with a light jacket. Our 3 yr olds play hockey...run with the ball....play with their hotwheels or draw on the cement floor with chalk.
Outside the home....what time is spent outdoors is them shoveling or doing angels in the snow. They are taken to the local public library story time twice a week (1 hr) and other times during the week we take them to open gym at the local gymnastics club (which Sioux Falls would likely have as well). There is a pre-school time 1 hr each week where they can run around and jump in a ball pit, etc.
Also most local malls have a play area, as we take them there as well at times.
