No, we didn't have a serial rapist. We're just not sure why our rape stats are high. We talked about it on a thread or two on here, but honestly~I don't think we ever came out with a definitive reason for it.
I may be wrong, but go back and look at the site. I don't think it said that we had that many rapes, but instead, how we rated in rapes against the other 50 states.
Also, you can't really look at the stats too closely. I mean they give a good ballpark figure but that's it.
The reason is that every district reports things differently. In South Dakota, what falls under the heading of rape is different then it is in other states. For instance, a domestic rape may be called Rape in South Dakota where in Wyoming it may be called Domestic something or other.
I know up here, meth may be NOT reported in one district because it could hurt tourism. Where as, in another district, meth or anything closely related is reported so the district can get more funding. Sad. But it's a money game. If district A reports it, it hurts tourism and they loose money. District B figures tourists aren't a bread winner so they opt to report it so they get better funding.
But again, I think it's listing ranking and now how many.
Like EH said, it has to do with classification. Also, most every rape that occurs here is always reported. Many other states do not have as many reported rapes. We look at it as a good thing because we aren't afraid to come forward to the police.
