We are trying to get some information as we consider whether the cost of living in St Louis will allow us to purchase a house in the event of a job offer/move. We are looking at homes in Kirkwood, <2000 sq ft, $275,000. Any idea what property tax & insurance would amount to on such a property?

It is virtually impossible to look up taxes by city. You are better off looking up individual properties on the Dept of Revenue website. (Real Estate Information)
But if you want City of Kirkwood and Kirkwood School District (taxes are indexed by school district), then your rate would range from 7.3377 to 7.7767 depending on your sewer district overlays (anywhere from one to four districts depending on location).
To get taxes, you multiple the value by 19%, then divide by 100, then multiple by the rate and finally add $28 for mandatory sewer lateral insurance. So on $275,000, that would be $522.50 * rate = $3861.95 to $4091.33.
