"With college fast approaching, parents and students from the Syracuse City School District have the opportunity to get financial help through Say Yes Syracuse.
The scholarship program is for eligible graduates of the Syracuse City School District to receive full-tuition scholarships to a range of nearly 100 public and private college and university partners."
Sounds nice, but keep in mind these are not scholarships from Say Yes. They are grants (taxpayer funded) including PELL Grants and TAP Grants and maybe some concessions from the college. Looks like say yes is just doing the paperwork for them. That would be a valuable lesson for these students, but, oh well, they only require a C grade.

It is more than just requiring/maintaining a C in college. You have attendance and other requirements involved as well, before even qualifying for the scholarship.
