With languages like Arabic, Persian Farsi, Pashto, the Us and Os are interchanged all of the time. There is no right or wrong. Same with Ks and Qs. "Kandahar, Qandahar, Kabul, Kabol, Osama, Usama". The US has long refered to Osama Bin Laden as "UBL", sometimes "OBL".

The US is not in the business of disrespecting people people by changing the spelling of their names. That stuff goes on in like 4th grade.
