When is the last time you stepped into a public school? Sounds like it hasn't been for many years.

When you have children who come from homes where there is no discipline, many times just one parent, parents/parent who don't even know what their kids are doing on the Internet, or who and where they hang out with, and you think a teacher can just waive a magic wand and get them to sit up straight and listen.
If you read my post again you see that I sympathize with the teachers. The rules were made by the higher ups in regard to handling disruptive students. The unions I thought would be helping the teachers fix the problems. It seems they only make things worse for the teachers. So now what's was old is new again. Bringing more discipline back into the classroom is only going to help the teachers. And if the higher ups help with this, things will change for the better in the classroom. Why put up with making the whole class suffer because of a few bad apples. Let the teachers teach.
