I think you'll really like S. Tampa. Very safe and easy to jog in. I would think you get a 2 bedroom place on Bayshore if you're willing to consider a condo.

Check out Davis Island also. Your budget would be the very low end there, and maybe there is nothing, but it's worth a look. Very close to downtown, on the water, interesting architecture, etc. My favorite area in Tampa, followed closely by Palma Ceia in south Tampa.

Another thought - maybe Channelside? Worth a look!
