I also wonder what they mean by bringing back elements of Season 1. All I can think of is that during the first season the contestants were 1) given just clues to their next destination; and 2) given a lot more leeway on how to reach that destination.
I hope so. Over the seasons AR had evolved to the point that each team is being told exactly where to go, and exactly how to get there ("Go to Paris using the train"). It had become rare that a team had to figure out exactly where to go, and even then the destination was usually inside the city they were presently in (hence asking locals for help). It was quite different when the teams had to find some knowledgeable local concerning some site in another country.
I hope the changes shake things up. I can't think of a single leg in season 26 that was close.
While I'm sure it was expensive, I don't like the fact that teams can't change their tickets if they find a better deal. It usually ends up with everyone on the same flight- which is boring!

My husband used to get frustrated when the teams would "bunch" like at a castle that didn't open unitl 9:00 a.m., or when there was only one flight to wherever, etc. I don't like that either. It gives the poorer teams an advantage, and screws the teams that work really hard to get ahead. But, I suppose it would be boring if one team were significantly in the lead for a few episodes.
