I'm almost finished with tier 2 Federal, (about 3000 left) and I am eligible for tier 3 in Indiana.

But in my Indiana home page it shows I'm expired in August. This is the 99 weeks from my initial claim. According to Work One Center( the unemployment office) once I get into tier 3 ( Indiana's last tier) I can still collect the balance of my last tier, though it is past the literal 99 weeks-- past the posted expiration date.

I have a hunch something was lost in the translation and wrong. For example: If you dont run the states 26 weeks out within a 12 month period, you lose what you don't claim.

I've been working on and off in these 99 weeks, and this is why there is this overlap.

Question: is the Federal different?

Federal benefits, if begun before the bye of the claim to which they are attached, are available until Congress no longer provides federal benefits.

Sounds like the computer plugged in a date 99 weeks from the date of your original claim. You are correct. 99 weeks is meaningless given the variables of people working part-time, closing and reopening claims, etc. Ignore it.

As you were told, you can exhaust Tier III.
