Yes, you are correct. In 2012, we had the big fiscal cliff battle which delayed any final legislation until Jan. 2, 2013. Permanent sunset of the Bush tax cuts was the big fight, then. President Obama did not leave the White House until those issues were resolved (PL 112-240). Democrats finally had some leverage on those tax cuts as President Obama had just been reelected.
Previous year, around Thanksgiving 2011, Congress temporarily extended benefits expiring in December into Feb. 2012 when final legislation could be hammered out. EB was permanently phased out with that 2011/2012 short-term extension legislation, reaffirmed with final legislation in Feb. 2012, extending benefits to EOY 2012, in addition to cuts to length of EUC and increase in EUC triggers. This legislation, for the first time, enacted a hard cut-off of all federal benefit payments on 12/29/2012.
Previous year, in 2010, short-term extension enacted around Christmas, extended benefits into 2011 for a short while.
It's always a nail-biter with much back and forth between the parties. Current intransigence of the hard-right - worse than the previous two years - should make this another interesting year-end.
