I'm from Philly and this is true! Although I have never pronounced water that way, I've heard it many, many times.

The actual pronunciation is "wooder" with a "d", not a "t". Sounds just like wood with an er on the end. It's utterly absurd and I grew up with it. Where I'm from cow is also pronounced really oddly; something like "cale". The whole Philly, SJ, Baltimore accent is pretty brutal but not as bad as Boston's in my opinion.

yeah, that "d" pronunciation is much closer to the actual sound. Any long O sound gets rounded over in that region:

Cone sounds more like "coon"
Boat sounds more like "boot"

But the O sounds are rounder if you know what I mean.

Did anyone see the movie The Shipping News with Kevin Spacey. I think it may have been set in Maine but I couldn't enjoy the movie because the accent drove me nuts, it was really weird.

That's because it IS "pronunciation"! "Pronounciation" isn't a word. Why would you think you're right and everyone else is wrong?

It is pronunciation, but bizarrely the original post was talking about dropping the "u"...?

That would make it "prononciation".... ???????
