I always plug Olney as the best place for quiet suburban life in the DC suburbs. Everytime I get away from it I think: "man it's congested here".

thank you, contrails 67 & Lynchbuglover for the information. Olney, I didn't even know about the place. I will look into more because it looks a bit more quiet area than cetral Rockville. I did find an apartment at 14002 Cove Ln, Rockville MD 20851. It was apartment, 3 bedrooms under $1700. I was wondering why it was very cheap price. It is very close to central rockville. Does anybody know how safe this address's area is?? or should I stick to Olney area? Please any advice is welcome. Our budget is low.. hopfuly 3 bedrooms under $1700. We are not worried too much about commuting. I think as long as I can shop food and find some places to play with my kids and near hospital, I am happy.

That area seems okay to me. I've only been to the High School near there a few times though. There's a park near there. There's a bus route there that takes you to Rockville Metro. I think that bus goes to Shady Grove Hospital or near to it.
