My guess is that a substantial number of MD residents commute to Virginia but no where near a majority. Also I would suspect a similar number of Virginians commute to Maryland as well.
According to the article, 51% of Virginians commutes to a different county to Maryland's 47%. At least you took the time to post a link, thus making his claim not true.

It does not say a different state but a different county which can mean that Most people in Stafford County Virginia commutes to Fairfax County for work.....

Where is your proof that Virginia is Worst Off than Maryland for not pushing Smart Growth and "Plan Maryland" like policies....

It could also mean that many people in Fairfax County commute to Montgomery County, so what's your point?

More people in Montgomery/PG County work in Fairfax County/Alexandria/Arlington than the opposite......
