April, May or June are all the same here. The only difference is the weather. June might have more tourists and young people with school out.
Summer in DC is not present though so avoid July and August. Very hot and humid to the point you will sweat like you just ran a marathon after taking 5 steps. And night time is almost as hot as day time.
1) Spring flowers (oh, the azaleas!) are in bloom
2) Spring Break tourists are gone
3) Summer tourists haven't arrived
4) The weather is normally lovely
Late September. The weather is similar to April/May, but there are no school groups and tour buses clogging up the city and the museums. The major sites can get really crowded with very long lines.
