I'd say that Crimea is commonly associated with summer because it's popular beach resort. Also I can say the same about some other places in southern Ukraine (Odessa for example). Carpathian mountains are usually associated with winter because it's a ski resort. Don't know about other places in Ukraine.

I do not think the Loire Valley is associated especially with one particular seasons, since most touristic attractions are cultural ones (castles) and not typically summer ones (like beach, etc.) or winter ones (like skiing).
As such I might associate our region rather with Spring and autumn (our forests and vineyards become beautiful) than summer or winter.

Rain isn't really a wintry thing. If you get rain during your winters, it's not that cold :P
People probably associate Scotland with grey, damp weather, which probably translates to autumn.
