Murmansk. It has much better (colder/snowier) winters, bigger seasonality (including warmer summers), likely more snow overall, and like Kerguelen it's sunshine isn't too high.
Murmansk is better overall. Besides the high number of rain days the summers look very comfortable. Winters are good temperature wise but drag on too long, although I do like them starting in October.
Tough to say. P-a-F is definitely warmer but there are other factors at play here. For example, Kerguelens are a lot windier than Murmansk, something that's not captured by the wikipedia climate boxes. Also, Murmansk's trees look very stunted (if they are even trees at all) but nevertheless Murmansk looks a lot greener than P-a-F where grass is basically the extent of what can grow there. In P-a-F there is no season that I would look forward to whereas in Murmansk summers can still be enjoyable (though still far below what I would consider a decent summer). But, on the other hand, the polar winters in Murmansk must be incredibly depressing.
Murmansk is about as cold as Minneapolis, and not cold at all for my taste.
Murmansk is colder, especially if you average the winter months together. But the real difference is in the length of the season. In Minneapolis, you get 3, maybe 4 months of freezing weather and the rest of the year you have to deal with those godawful temps above 32F. In Murmansk, freezing weather lasts nearly twice as long.
I'd rather mod cut than live in either of these hellholes.
meh, probably Murmansk, guaranteed more sunshine (as pathetic as it is) than a maritime subarctic hole smack bang in the middle of the roaring-40's. And atleast in Murmansk, you could recieve some warmth.

Murmansk, no brainer. Port-aux-Français never gets warm nor really cold, just depressing and uncomfortable year-long. Besides that Murmansk looks like a much more happening place.
