I spent the infamous winter of 2006/2007 in Toronto, and loved it. I know exactly what I want and know exactly how to deal with it.

Edmonton's average January low of 3F (-16c) is cold, no doubt about that
And deneb78 is right about Ottawa,ON....average January low 5F (-15c)

Here are some US locations with similiar average January lows....
(some colder than Edmonton)

Fargo, North Dakota 0F (-18F)
Butte, Montana 5F (-15F)
Cairbou, Maine 0F (-18F)
Duluth, Minneasota 2F (-17F)

Even Montreal, Quebec is no slouch ...6F (-14F) at the airport
Downtown heat island helps with balmy 10F (-12F)

I have experience living in places with these temps
of course can feel pretty cold, especially if you factor in any wind

If you dress properly, it's not too bad

Moscow use to be way colder, not sure what happened
but it's no Miami Beach either

It's impressive how Moscow has warmed up sine records began.

Though you're right it's not yet Florida.

Here's a plot I made of January mean temperatures of Moscow:

This post shows Edmonton was at one time warmer than Moscow:

There was a post where someone said Calgary experienced a noticeable warmup, perhaps Edmonton has done so as well?

Didn't know it was infamous.

I was in upstate NY at the time and my reaction was a bit of dislike to indifference (not my weather, but didn't expect much different from winter. Remember it was cold but the cold spring bugged me more). though I enjoyed the snow. Average was -8.6°C that month where I was.

Here's the same graph for Edmonton:

Less of an obvious warming; more variable overall. Scale extends to lower numbers.

That is not even that cold.. Maybe it had lots of snow. I hate the cold much more then the snow.

And a comparison between January 2007 in toronto, and one of January 2007 in edmonton.

Toronto:

History | Weather Underground

Edmonton:

History | Weather Underground

And that is just January 2007. Go one year ahead on the graphs to january 2008 and it is a huge difference.

Chose Edmonton for the cooler summers and sunnier everything. Both are grade A climates though.
