Berlevag, Norway (70'52"N) has recorded 31C apparently.

Verkhoyansk (69'33''N) reached nearly 40 (39.9ºC) on july 19th, 1982 (Doubius. Maximiliano Herrera accredits a record of 37.3ºC) . Also it has maybe the greatest temperature range in the world (record min around -67ºC).

The Canadian record high was in Alberta I think, 46.2C, which is probably at least 50'N since the US-Canadian border is the 49th parallel. Steele, North Dakota has got to 49C near 50'N too.

Here is my chapter on data sources, from my Annotated Bibliography of Climatic Classification. (The last chapter contains data sources). I zipped it, after saving it as WORD 97-2003 (in case not everyone has WORD 10).
