From your graph, there were a number of other years that wer +0.05°C, so this isn't exceptional compared to most of the last decade, just below average.
I never said it was anything exceptional. It's certainly cooler than the norm for the past 10 years (as in "the vast majority of the months were warmer than this"), but there have been a few periods of cooler global temperatures than this in the same period. That's why I said cooler than the norm as opposed to exceptionally cool.
EDIT: By the way, this is a visualization of North American snowpack as of March 26. As of March 26 every American state had snow on the ground with the exception of Alabama, Florida, Hawaii, Louisiana, Mississippi and Rhode Island, and of course every Canadian province had snow. It's sort of amusing to see Rhode Island grouped with states so far to the South.
It's rather incredible that parts of central Florida are colder than Baltimore right now.
I don't know what's up with Baltimore this winter, but they seem to have extreme difficulty cooling down at night. The first freeze didn't occur until December 31, and no temperatures below 30F occurred until January 22. From January 22 to the end of February, the lows there were much less abnormal. The lowest temperature so far this month is 31F, which probably isn't unprecedented, but considering that the coldest high was 41F it is a very tight daily range. If it was a really warm winter like many places were in 2011-12, that would explain it, but this has been more of a hit-and-miss winter, and one would think that they could have had their first freeze before the end of December in such a pattern .
Baltimore's weather is indeed weird. I don't think there's any other city on the east coast that has as weird of a climate. For instance, some summer nights, Baltimore has the warmest low of any city near the coast from Maine to Florida. They'll have lows above 80F while cities in the deep south like Atlanta still get into the low 70s overnight! Their warmest low last July was around 83F or so, and only 5 nights had lows below 75F! I'm starting to think that maybe the Chesapeake Bay exerts the same effect on its coastline as the Gulf of Mexico does on its, where the water stays warm longer than the ocean because of its closed off geography. That, combined with the urban heat.

Couple of graphs for Tallahasee and Gainesville Florida. You can see them go way below the normal which is around 50 in those locations. Dropping into the 30s 3 straight nights in a row and I see a lot of 30s for the month as well.
