Well I have never known anyone to tan at 15c etc. the lowest is like 18c and that is somebody extremely fair.
That's probably because most people wouldn't have enough flesh exposed at temperatures that low, but as has been said it is the UV that will tan/burn you, so even though this weekend is forecast to be around 13C the UV level is around 5 here, so you could easily tan & burn if sat out in the sun...
