Ouch that's pretty chilly. Poor insulation? Right now 19.5°C in mine and even didn't have heating on atm.
In these old buildings they lose heat far quicker than you can produce it. It costs £50-60 a month heating wise to keep one room in the building at 15°C in winter.
In the semi-detached house I used to live in at Corbar road, the gas bill for heating was £70 a month in winter, keeping the indoor temperature up to 12°C (53°F). The house has a floor area of about 2100sq/ft.
