Which condition is more likely to occur in NYC in July. Both temperatures are 10 F away from the average high and low of 85/69. I would obviously say a 95 F high is more common than 59 F lows.

I always wished that it was the other way around. Unfortunately, we always get above average temps in the summer and fail to drop down to comfortable lows . A low of 59 F would be a huge sense of relief for New Yorkers as we don't have to burden sweat and smell in our summer clothes.

No it wouldn't. A low of 59F would be very uncomfortable in the summer, and you'd have to dress accordingly, only to be hot just a few hours later.

And I never noticed how lopsided our temperatures are, 95F seems way more common than high 50's in the summer.

Lows in the upper 50's = Highs in the low 80's = Comfortable summer clothes weather.

Beginning with Central Park, and not considering over-warm LGA for lows, here are the extremes (first pair) and overall averages (second pair) for the last five August's:
2013: 90/59 F, 81.5/67.6 F
2012: 91/61 F, 84.2/69.2 F
2011: 94/59 F, 82.9/67.6 F
2010: 96/61 F, 85.3/69.6 F
2009: 92/62 F, 82.5/68.9 F

This is not to mention June, when the ratio of course is more lopsided, and June 2009 reached 50 F. If the discussion were centred around July only, this statement would have far more credence.

I couldn't imagine going out in shorts and a t-shirt when temperatures are in the upper 50's. Upper 60's maybe, with 70's being ideal.

Lows under 64F-ish would require a hoody or a light jacket, which I'd prefer not to carry around once temperatures become comfortable (70's) an hour or two later.

I don't know the sunrise times for NYC, but lows are usually around sunrise time, which in midsummer here is about 4:45am.. therefore it is at least 3 hours before I am awake and usually they have risen sufficiently by then? The average lows here are close to 60F but by 8/9am it is normally almost 70F if it is sunny

By mid-summer NYC's sunrise times are around 5:40 AM, and the lows generally occur between 6-8 AM.

A normal July morning may look like this:

4:00 - 73F
5:00 - 72F
6:00 - 72F
7:00 - 71F
8:00 - 75F
9:00 - 78F

Ahh ok, that is quite late for a low! Maybe it heats up faster here, but then slows down once it reaches 70F.. if we have a low of 60F at about 5AM, then it is usually 71F by about 9:30AM
