No chance of snow now. Temp increasing, now 4.7C at 3:30am, up from 2.9C at 1am and all showers on radar are gone. Forecast is now Sunny for the entire week ahead. Will have to wait until atleast next year.... or ten. Did see some tiny soft hail pellets earlier this evening which is the closest thing to snow I've ever gotten. 2C colder and it probably would've done the trick.
Just noticed your forecasted high of 13C is the same as Alert, Nunavut at 82N. They held 13C for four hours today.

Thresholds seem reasonable given what you grew up with. Mine would be lower of course. I would say 45F(7.2C) for "cold", and 35F(1.7C) for freezing.
I went thru the 1981-2010 data for London, and it seems you would be cold or freezing there 62% of winter, and plain freezing 17% of winter. In a place like Washington, DC you would be cold or freezing 64% of the winter, but freezing 31% of winter. A place in the US with the exact same avg winter temps as London is Portland, OR. In Portland, you would be cold or freezing 59% of winter, and just freezing 13%.
It depends on the day really, a typical 8C day with SW winds and cloud can feel OK in just jeans and a hoodie, but if the wind is from the east it feels much colder.
When it is sunny in winter, it is usually about 5C outside and with no wind it feels pretty cold to me all the time!
