summit of kebnekaise most likely. annual mean estimated to around -8C.

the lowest annual mean temperature is from 1915, when the former research station pårtetjåkko (1834 m.a.s.l) recorded -9.4C

Would you agree then with my low lying areas I mentioned If we were to not include mountains and high lying areas etc...

karesuando, naimakka and nikkaloukta definetly are the top 3 coldest, but there are plenty of villages in lapland colder than jokkmokk

Among "major" cities, Belluno should be the coldest with an average mean of 10.8°C.

Among places with official averages, there are:
Dobbiaco, Trentino-Alto Adige, 1200 m, at 5.8°C (town)
Resia Pass, Trentino-Alto Adige, 1500 m, at 4.8°C (pass)
Plateau Rosa/Cervino, Valle d'Aosta, 3500 m, at -5.8°C (mountain)

And, obviously, the coldest spot in Italy should be the top of Monte Bianco/Mont Blanc.

Jokkmokk's 1971-2000 averages are on it's wikipedia article but I can't seem to navigate my way around Nordklim to find the actual data

My ex-gf lived in Novara, isn't that one of the coldest cities in Italy? The summers there were certainly anything but cold when I was there..

It is one of the coolest low-lying cities in Italy, its airport has an average of 11.8°C (1971-2000).
Summers aren't that hot by italian standards but they're still hot (22.1°C in July). Summers have become hotter in recent years: the average mean of July is 23.0°C in 1981-2010.

I'm not sure whether Trepalle is colder than Livigno or not. Livigno's lows bring the average down, and they're partly caused by the peculiar local geography, which allows cold air pooling. At least, on calm, clear nights, I'd expect Livigno to be (much?) colder than Trepalle.
