You have to refine your question - do you mean now or in general? In terms of average temperatures throughout the year, or record lows? The overall coldest place in Canada is Alert, Nunavut while the coldest for record lows is Snag, Yukon.

Winter highs are in the likes of New York's.

Mt. Pulag in the Philippines. Kind of like La Paz, Bolivia, but with higher lows. It's not inhabited, though. Barlig is the coldest inhabited place in the Philippines as far as I know. It has a climate reminiscent of Bogota, but also with higher lows.

Eureka, Nunavut is colder than Alert year round. Yearly mean is -18.8°C vs. -17.7°C for Alert

The coldest village is Grise Fiord with a yearly mean of -16.5°C. I know it says that Alert's population is 0 to 5 but doesn't seem like a real community if you can fit all residents in one family does it?

I'll just look at my state, Illinois. I'm pretty sure Rochelle, which is about 55 miles west of the city of Chicago has the lowest winter temps in the entire state. Also one of the coolest summer time temps of any station aside for the communities right on the Lake Michigan shoreline.




In fact Rochelle most likely broke Illinois all time low temperature record back in Jan 2009, but was dismissed by the NWS citting that it was used with AWOS and for the purpose of records, the NWS only uses ASOS.

North Dakota is cold minus 80 below wind chill people freeze to death if there car breaks down. Not sure if that is cold enough for you?
